Irfan Ali, a local from Gazirgund Village in Budgam. While preparing for civil services exams in Delhi, he noticed how libraries are a good place to study. From there, he had the idea to establish a similar type of library in his hometown for young people who wanted to prepare for exams but couldn't afford to buy study materials. The library now has individual single cabins for reading and over 300 books on UPSC and other exams.
